RNC Charge Woman with Fraud

(St. John’s, NL) April 2, 2026 – The Royal Newfoundland Constabulary (RNC) has charged a Conception Bay South woman for defrauding a violence prevention organization.

In December of 2023, the RNC received a report alleging fraudulent activity by an employee of the not-for-profit.

After a lengthy investigation, officers of the Economic Crime Unit have determined Valerie Barter had committed acts of fraud exceeding $135,000. The 50-year-old is now facing charges of:

  • Fraud Over $5,000
  • Forgery
  • Uttering a Forged Document
  • Using a Forged Document
  • False Pretense
  • Mischief Relating to Computer Data
  • Breach of Trust

Barter was released to appear in court at a later date. She was arrested on related charges in December 2024.
