Criminal Record Screening Certificate and/or Vulnerable Sector Check

Criminal Records Screening Certificates and/or Vulnerable Sector Checks are STRICTLY for applicants residing in the Royal Newfoundland Constabulary jurisdiction (Northeast Avalon, Corner Brook Region, and Labrador West). Applicants must provide identification affirming they reside in one of these jurisdictions.

Processing time for your Criminal Record Screening Certificate and/or Vulnerable Sector Check is normally within 15 business days. Delays will occur if incomplete or inaccurate applications are received. Responses will be mailed using regular mail service through Canada Post.

Types of Criminal Background Checks

Criminal Record Check

A Criminal Record Check will determine if a person has been convicted of a crime. It is a name-based criminal record check that consists of a check of the National Repository of Criminal Records based on a person’s name and date of birth. It will also include searches of other national and local databases.

When complete, the RNC will issue a Criminal Record Screening Certificate (CRSC) to the applicant. The CRSC certifies the results of the check on the date of issue.

Vulnerable Sector Check

A Vulnerable Sector Check is a Criminal Record Check plus a check to determine if a person has a record suspension (pardon) for sexual offences.

A Vulnerable Sector Check is to be used by a person applying for a position with a person or organization responsible for the well-being of one or more children or vulnerable persons, if the position is one of authority or trust relative to those children or vulnerable persons and the applicant wishes to consent to a search being made in criminal conviction records to determine if the applicant has been convicted of a sexual offence listed in the schedule to the Criminal Records Act and has been pardoned. When complete the RNC will issue a Criminal Record Screening and Vulnerable Sector Certificate (CRSC/VS) to the applicant. The CRSC/VS certifies the results of the check on the date of issue.

NOTE: If fingerprints are required in support of a Vulnerable Sector Check, you will be contacted by the Royal Newfoundland Constabulary regarding our civil fingerprinting services.

Fees

The standard application fee is $20. Payment must be made using the online payment service. Once payment is complete, the receipt for the payment must be attached to/with the application.

Fee Exemption

Fees are not required for persons volunteering; you will be required to include a letter from the volunteer agency exempting you from the fee. The exemption letter must include an agency contact name and mailing address. Your response will be mailed to the agency requiring the certificate.

How to Apply

Applications can be submitted online.

Before filling out the application form the following documents will be needed.

  • Digital copies of two valid pieces of identification, one of which must be government issued with photo, name, date of birth, address and signature. (Accepted file types: jpg, jpeg, pdf, png, gif, doc, docx, tif, tiff, Max. file size: 2 MB.)
  • Payment receipt or volunteer agency exemption letter
  • If your ID does not match your residential address, you must provide proof of address. The following are accepted as proof of address; utility bills (no older than two months), bank statements/void cheque (with address), mortgage documents, personal taxes (filed in the previous year), property tax bill, residential lease/rental agreement (must be completed and signed by landlord and tenant), employment insurance or income support program documents, employment confirmation or pay stub, or Canada Child Benefit (CCB) documents

Criminal Record Screening Certificate (CRSC)

Check for convictions only

This is a basic police record check that provides criminal convictions.

A criminal record check will determine if a person has been convicted of a crime by completing a name-based check against police and court databases.

It is not intended for individuals seeking employment or a volunteer position working with children or vulnerable persons.

Financial institutions, municipal and by-law licenses, travel and immigration, and retail industry.
Criminal Record / Vulnerable Sector Check

Check for convictions pending or current investigations, and
present, and/or pending charges. Check for pardoned sex crime convictions

A vulnerable sector check is to be used by a person applying for a position with a person or organization responsible for the well-being of one or more children or vulnerable persons, if the position is one of authority or trust relative to those children or vulnerable persons and the applicant wishes to consent to a search being made in criminal conviction records to determine if the applicant has been convicted of a sexual offence listed in the schedule to the Criminal Records Act and has been pardoned. Coaches, parent volunteers, sports or school trips, school placements, public service workers, doctors, nurses, hospital employees, dentists, teachers, non-teaching staff in schools (such as janitors and administrative support), early childcare educators, daycare employees, employees in long-term care facilities that provide health services to vulnerable adults.
